How Did E-invoicing Change in 2025?
Last year was a big year for the world of e-invoicing.
Dozens of countries announced or implemented e-invoicing mandates in 2025. Notably, the EU announced the VAT in the Digital Age (ViDA) initiative. ViDA is a plan to modernize the EU’s tax system and has 3 core pillars: Introducing VAT Digital Reporting Requirements, extending VAT to cover the platform economy, and expanding One-Stop Shop (OSS) VAT registration. As part of the plan, businesses in the EU must develop the ability to send and receive e-invoices by July 2030.
Most of the countries that have implemented e-invoicing within the past year have a system based on open exchange networks like Peppol, which experienced a dramatic increase in usage over the course of the year. In 2025, the number of Peppol registrants listed in the Peppol Directory increased from 1,307,922 to 2,371,460.
Most of these new users are located in Belgium and France, two countries that are working to implement an e-invoicing requirement in 2026. The number of countries connected to Peppol rose from 94 to 108 in 2025, highlighting the increase in e-invoicing worldwide.

Most countries implementing e-invoicing choose the 4 corner model illustrated above. The 4 corner model allows businesses to safely, securely, and efficiently transmit e-invoices through access points, which are entities that connect organizations to networks like Peppol and the DBNAlliance. However, the 5 corner model saw a rise in popularity in 2025, with some countries around the world adopting its use.
The 5- corner model functions the same as the 4 corner model, with one key difference: the sender’s access point submits the e-invoice to the country’s tax authority for approval before transmitting it to the receiver. A key benefit of the 5 corner model is that it increases transparency into business transactions, reducing tax fraud and allowing for real-time insights into the submission process.

What Will Happen to E-invoicing in 2026?

APIs Will Become More Popular
Our first prediction is that more companies will turn to APIs as their primary method for implementing e-invoicing. APIs represent a fast, flexible way to comply with local tax regulations.
Plus, businesses can integrate APIs without substantial support from outside partners, making the API method cheap and simple compared to other e-invoicing implementation methods. Companies will increasingly use in-house engineering teams and AI to integrate e-invoicing directly into their typical workflows.

Businesses operating in or trading with organizations based in these countries may need to adapt their systems despite not being directly subject to the mandate.
As supply chains become more interconnected, organizations will increasingly discover that local compliance requirements impact how they do business with partners abroad. For many companies, e-invoicing will no longer be a country-specific concern, instead becoming a core part of international operations.
International Interoperability Will Be Prioritized
The need for seamless international e-invoicing is becoming increasingly important as more countries adopt e-invoicing. We predict that governments and networks will place greater emphasis on international interoperability to simplify cross-border trade.
In 2025, the Global Exchange Network Association (GENA) announced a new set of Enhanced B2B standards that would modernize how companies exchange electronic business documents through Peppol. This trend will continue into 2026 with Peppol BIS 4.0.
Peppol has announced that its next update, expected to come this year, will merge its BIS and PINT frameworks. Peppol BIS 4.0 will increase interoperability and scalability by simplifying international e-invoicing and aligning existing frameworks.
