E-invoicing in Portugal

E-invoicing is mandatory for Business-to-Government (B2G) transactions in Portugal. All suppliers to public entities are required to issue electronic invoices that comply with the European Standard on e-invoicing (EN-16931). The key requirements include:

  • Format: Invoices must be in UBL 2.1 CIUS-PT or CEFACT CIUS-PT format.
  • Digital Signature: Invoices must be digitally signed to ensure authenticity and integrity.
  • Transmission: Invoices must be transmitted through eSPap (Portugal its national e-invoicing system) to the Portuguese Tax Authority, which then validates the e-invoices.
  • Unique Identifiers: All invoices must include a QR code and an ATCUD (unique document code) to facilitate tracking and validation.
