By September 2026, medium and large companies must begin issuing and receiving compliant e-invoices for domestic B2B transactions. All other businesses must follow by September 2027. This regulation applies to all French-established businesses and non-resident companies with a fixed establishment in France.

Under the new guidelines, businesses will be required to transmit structured e-invoices and tax data to France’s Public Invoicing Portal (PPF). E-invoices must follow the EN 16931 standard. Companies will be required to work with a certified Plateforme Agréée (PA) to submit this information.

A PA is an e-invoicing provider certified by the French government. PAs are the only providers that are authorized to transmit e-invoice and tax information to the tax authority.
